Charges filed in Richland County animal cruelty case

The owner of Richland County's designated animal shelter was charged Wednesday in Richland County Circuit Court with 10 counts of misdemeanor animal cruelty, a day after more than 300 dogs were seized from her property by the Richland County Sheriff's Department.
