Former Franklin alderman fined over sunken barge

Basil Ryan, a former Franklin alderman, was ordered Tuesday to pay $37,691 in fines for failing to remove a barge that sank in the Menomonee River in Milwaukee, according to a statement issued by state Attorney General J.B. Van Hollen.The order by Milwaukee County Circuit Judge Thomas Cooper also forces Ryan to put $100,000 in an escrow account to pay to remove the barge, the statement says.Ryan's lawyer, Daniel Biersdorf of Minneapolis, could not be reached for comment.
