Woman who drowned in Lake Michigan identified

A woman whose body was found in Lake Michigan on Monday has been identified by the Milwaukee County medical examiner's office as Frances C. Arts.Arts, 61, lived at a Milwaukee group home and was free to come and go from the facility, police said.Employees of the group home told police they last saw Arts at about noon Sunday.
